I'm not sure what you're seeing and where. Currently at the outlet store, there is plenty of $0.99 (currently 0.79 for members) items, and sorting by the highest price, none of the items is above 4.99 (currently 3.99) for members. According to the filters, there are also 47 V3 items.
is it just me or do all those G8F characters look the same, especially the cat like eyes, pointy faces with prominent cheekbones and zero buccal fat

I like that we get second chances in Outlet. Bought quite some I missed last time.
Where are you looking? I see no OS items priced higher than $9.99 and plenty of $1.99/$.99 items. I also see a number of V3 and earlier items.
I, for one, hold you in too high regard to think of you as an idiot. So I assumed it was some sort of error and I wasn't seeing it.
I thought it was a lot of the G3F/V7 figures that really look the same, but I do think different vendors imbue their figures of whatever generation with a noticeable family resemblance, to put it as nicely as possible.
And nasolabial creases/folds. I was trying to morph a 20 year-old, and my choice of contributing cnaracters and skins was severely limited.
I just found a wealth of great stuff in the outlet store. I got some entire bundles dirt cheap.
I'll need to wait till tomorrow to play with the items. I'm already up too late.
Once more we must wait who know how how many hours for Daz to refill the Quick Grab selection.
OTOH, I was glad to see some changes in the Outlet last week, including some returning items I missed. Yes, a few I'd intended to get dropped out but they may be back.

Some of us in the US woke at 1:30am. I decided to get up, make coffee, exercise, pour cup of coffee and then turn on computers. Utah won't be in until 9am MST.
...chiming in that some of us were (are) still up from Sunday... though hopefully sleep soon, and it'll be fixed when I wake.
Bless you and sweet dreams. My flatmate has to be at work by 6:30am, so we are an early morning household. And I have to make a run out to the base for meds and food. But it is a shock to see an empty store. And the other one still has the same bunch of stuff I never buy from nor look at.
If late arrival of quick grab is your biggest problem, that's wonderful!

I think it's Quick Grab (empty at the moment; personally, I'm not expecting it to update before 12pm Utah time) and the regular Outlet.

I've found the QG disappointing during this sale - No top tier bundles, nothing I really want. There are several bundles waiting for me in the regular OS, but I have some bigger RL stuff going on. So, that will all have to keep waiting. 
Biggest problem, no. We will be having a water shut-off from 8am to 4pm today and hopefully the issue with my building's water pipes will be found. It may be the source of my increasing rent bills over the past ten months. Now that I spent about $3000.00 on my van, I will be driving to the base to pick-up prescriptions I should have last week and do shopping at the commissary. And if I am lucky I won't be in an accident or shooting during the 40 minute drive each way. At least the weather is nice.
And I have rarely purchased from either of those stores.
So, No, not my biggest problem.

Quick Grab has changed up now, but I only see 1 item I'm vaguely interested in. Of course some of you will feel its a gold mine
No. The selection is utterly lacking in $9.99/$5 items and bundles - Perhaps because Daz doesn't want to let such items go for $4. In any case, I suspect one could do better on price for many of these items shopping regular sales and perhaps using coupons when these items are *not* QG. Regular OS is a lot better in that regard.
No kidding, right? Smite me.
As it stands, for me it's a frustrating and disapponting delay on a bright spot I was looking forward to in an otherwise rough day.
Woke to see it had indeed refreshed... only one thing I want, though, and it's a texture set for an outfit I don't have yet. Ah well. At least it's only 79 cents. I'll get the base item eventually.

I own most of them, too.
That's all fine and dandy but those items hold no interest for me. And my initial criticism is still valid - it's a selection lacking in top tier items and bundles.
