You have not updated to Postrges CMS it looks like as DIM tries to connect to the Old defunct Valentina.
I say: Download the DIM "outside" DIM, install it, and then install the rest from DIM as it looks like your DIM has problems updating to the new one.

What about the details of open the Sales Support ticket.. what should I tell about the stale account cache?
I'll imstall Mojave on one of my spare machine to see what happens, looks like some kind of permissions error , like DIM isn't allowed to write to the directories, but I hopefully know more soon.
I'd say something like:
I have been told that my difficulty in downloading may be due to a "stale account cache", and that you can arrange for the cache to be refreshed. As I have, to the best of my knowledge, exhausted my local options i would be grateful if you would arrange for that cache refresh. Thank you.

It is right, it will not run with elevated privileges. If you are right-clicking on the short cut and choosing Run As Admiistrator then not doing so will stop the alert, if you are using an alias/shortcut then check its proeprties to make sure it is not set to run as administrator.
Grumble. I just manually downloaded the install manager for my new Mojave (which I generally love.) It appears Auntie Apple has decided to protect us a little more from our bad selves. I used to be able to temporarily open my security settings to install apps from any source. But now the Security preferences panel gives you the choice of app store only, or app store + trusted devs. There is no Option C. Thanks, Apple. I don't know what I'd do without you. Oh, wait...yes I do: treat my Mac like it was my business what I put on it.
No, i'm not right-clicking and running as admin nor is run as admin. checked. I checked all that with the previous version as well. Not working. I can't make purchases.

Baah, I got two spare machine, one is away and one is here, and the one here was too old (is a 2009 and not 2012 MacPro so Mojave wouldn't install), and the other is away on holiday ;-)
So I need to get that one back before I can try.
If this is Windows do you have UAC turned off? I seem to recall that causing issues, though I thought there was a fix/workaround in place now.

Well, I'm not sure what you mean by "tried that" - I was saying havinbg UAC off may be an issue, so make suer it's on. And I meant i thought, if it was the UAC issue, that a fix had been incorporated in the new DIM.
UAC is turned off. I tried turning it on to no avail. DIM is not working.

I've opened this request on Daz 3D Help Center but only got reply as Will you please try this again and let us know if the update installs correctly for you? So.. I just hopelessness with Help Center..
It seems like only me with this Couldn't Download Anything of updated Install Manager..
OK, I don't know what could be happenbing there then - possibly some relic of UAC off. Please open a Techncial Support ticket to report a possible bug, if you haven't.
..OK as this is a thread about the DIM.
I just recently had an HDD failure that wiped out my runtimes and libraries. I've disconnected the failed D: drive (where all my content resided) and am awaiting arrival of a replacement. Will the DIM "reset" itself so I can DL and reinstall everything again or do I have to go to the installed tab and "uninstall" all the content first?
If the various manifest files created by IM were on the failed drive, then nothing will show as installed. If not, then yes, "uninstall" the content.
DIM is now taking about a half hour to start up and is very buggy with the blue circle and not responding message when I change search key words...
Please add an option to switch back to bytes. Files aren't measured in bits, but bytes. Bits are used by ISPs for historical reasons in speed listings, but data caps are usually expressed in GB or TB, not Gb and Tb.
Some things that could be slowing you down
What "real-time protection" (e.g., anti-virus/anti-malware) do you have running to slow it down? Are you running low on drive space? Do you have background processes consuming cycles? Are you using external drives for any of the archive paths?
Yeah, using Norton Utilities and an external hard drive but it seems a lot slower to start up and buggier than the previous version. Could it be all my products? I have a ton and keep acquiring more...
I got 11k+ products and the DIM storage and envelope files on a remote disk (on a 12 year old machine), but DIM takes ony 1 minute to get ready, but a slow disk (like USB faling down to USB1 would take forever.
...interesting I also have Norton along with Sophos running and the DIM (previous version) would load within a minute or two after starting it.

It appears that DIM is trying to use the old Valentina database, as Totte pointed out. I don't know if installing DIM installs PostgreSQLCMS automatically, so you might have to download and install it manually. Not sure if that's enough to start, or if Daz Studio needs to be installed manually, too. (It's been too long to remember, last new computer was a year ago).
the big problem is, I've already downloaded and installed DIM manually.. it has been downloaded and installed manually and stand alone already, on my new fresh macOS Mojave system.. all system is fresh new install, there is no data from Migration Assistant at all..
