there are a couple in this product - https://www.daz3d.com/z-scooter-fun-and-poses-for-genesis-3-and-8 but otherwise I would just put the 1st character over the scooter, apply movement morphs to what you want, and then do same for the 2nd character. Posing, to me, isn't all that easy though, and why, in my opinion, pose packages are so popular.
If you have bought a Vespa there might have been hiercical poses included.
If not start by position the 2 characters pelvis/hip where they shall sit. And then either work upwards (torso and arms) or downwards (legs). Will likely require some iterations before looking ok.

I have Z My Scooter Prop and Poses for Genesis 3 and 8 which is a push scooter and only one figure. Your link does not work for me but I was able to find the page.
I agree. When I started Daz I thought pose packages were a waste of money as I could do better myself. I quickly learned it is not so easy.
