Worked for me. The only three wishlisted items I had on the list. I wasn't going to buy anything today but it was worth it for the Stonemason products. No immediate use but for a future project.
So if it is not on the wishlist there should no code be needed? But many of the products have no discount at all in this case.

It looks like the code is only valid for any wishlisted items on the list that the link generates.
It's not the best wording but as the code is inside that box with the wishlist wording, it sort of makes sense.
The top two items are wishlisted, the ones that are not, received 70%, so is working for me. I included Futura. Try a hard refresh. If it still doesn't work, you may need to do a ticket.

Still with the same result on my end: I tested different devices with different browsers, logged on, logged off. Clearing the cache. Nothing makes a difference.
I added 5 Genesis 9 Daz bundles, all on my wishlist: they did get the 50% extra from the wishlist offer (no coupon needed for it apparently), but when I tried to use the Top-200 coupon to get the 70% discount, I got a coupon code is not valid error.
Could it be a coupon that was used sometime ago? I think a recent coupon had that problem: Daz re-used the same coupon, but forgot to reset its use.

TOP-200 items not at 70% and Top-200 not working comes up invalid.
The problem is that it not only works for me but other customers, so I can't recreate your issue. As you can see by my image, the same product that did not work for another customer, worked in my cart.
I would imagine it has something to do with the cut off date for items added to wishlist? Maybe there's an error in the coding?
I used TOP-200 with different browsers and different items, for the same result. It is very likely account related.
I just created a new account and the coupon worked there. It does not work with my real account.
For now, we have just two reports of it working, Beside Chris just garret_3d. Anybody else?

The 50% discount related to wishlist works without the coupon (I got the coupon not valid error when I tried to apply it), so no, it's not a problem with the cut-off date:
It's almost same cart as Chris Palomino (I already own the portrait product) but the coupon is not valid so the 70% discount is not applied.
This is really confusing. As I understand it, the items on "Outdoorsy" page should have their prices reduced by 70 %. They are at full price. Just in case I misunderstood, I tried "TOP-200" coupon but it shows "invalid" - as it should because I have no wishlisted items in my cart.

My guess is that it is related to the membership level, and just not set up for Premier. If garret_3d is within, however, that theory folds.

With wishlist articles (from this action) I get only 50% off instead of 70% and the TOP-200 code is not valid, while I am getting no discount at all with the non-Wishlist articles of this action.

So it works if I create a new account, but not for older folks here with Premier and Daz+
Garret joined March 25 - so perhaps that code has really already been in use before, and all of us who have used it back then are still listed as "done and out"...
That would make sense. Did that not happen recently with another sale too, with no fix?
