I checked in my cart (didn't actually made the purchase), the coupon GET-ROWDY does result in a free Daz Originals if its price is under $10:

Keep in mind that if you're using tokens, your cart's total must be at least $10.01, otherwise, the store will automatically remove all tokens (it's a system put in place to avoid people from wasting tokens on free cart).

I tried it, it doesn't have to be more than $10. I chose an item that cost $9.45 (XI Desert Port) and with the coupon GET-ROWDY I got it for free. Perhaps the "Annissa HD for Genesis 8 Female" you chose is part of the outlet store and I think those are excluded.
