I use Blender...but really any modelling program that you are comfortable with and outputs to one of several 'standard' formats (obj being most popular) is usable.
Blender, Hexagon, Zbrush, Maya, 3DSMax, C4D, Modo, Lightwave.. take your pick. I think some still use Silo and Wings3D too. Mudbox can be used for sculpting clothing in a manner akin to Zbrush, as well as morphing and painting. The toolset you need will vary based on what you want to do.
