binding mesh to bones - missing step

i was trying to rig the hose of an air pump, and everything seemed straightforward except the binding doesn't 'stick'

i.e. i move the segments, and the mesh moves as it should, but as soon as i release the control, the mesh snaps back to 0 while the bones stay in place, rotated

so what did i miss?
