I wanted to change the shape of and location of the eyebrows for my character, i imported the character into blender, modified the brows but after i export the brows from blender and import into daz the transform are lost and the size is super [...] tiny, I tried the different unit measurement conversion options on the import obj screen in daz and tried both blender and daz for the metric units but its still dislocated and tiny when i import the brows.

Export an OBJ again (anything, you just need to see the options dialogue). If in the options dialogue it is listing one of the presets then seelct that in the Morph Loader options, if not then save the current settings as a preset and use that in Morph Loader. DS will then take care of reversing the export modifications, as long as there was no adjustment in Blender when importing or exporting..
Generally I just leave at 100% (i assume this is the default) when exporting from Daz.
Then in Blender, I export at 1.0 (i.e., 100%). The scales should match.
There should be no complicated scale math you have to do.
If your scale is off, it's impossible for us to tell you a priori what scale correction to use. But you can work it out yourself by importing the Blender version into Daz as an obj and then scaling up/down the Blender version until it is the size it is supposed to be. Then look at the scale value.
