If I make static image sprites for a visual novel game, would I still need to get interactivelicenses tor all th Ed stuff I use?

Sprites are basically just rendered image of whatever object with transparent backgrounds. Not the actual 3D model.

No, the interactive license is only required for 3D games which would, by their nature, make the actual 3D models accessible by end users.
