Can any kind person identify the green-haired character in the [Easteria texture add-on] promos please? Thanks in advance

Identifying characters can be troublesome, as it very well can be a custom character you will not find anywhere.

I looked at the original outfit and there is a character that almost looks like the green haired one but I am not sure and there is no listing of products used. I am not familiar with this artist.

It list that Victyoria 9 is used, but it is for sure not her in that image.

I think V9 is the character in the last promo image. In the first few images, there is a hint of a family resemblance to a couple of Mousso characters. However, there is most certainly a fair bit of dial tweaking going on too, and I don't think I could identify the starting character(s). Regards, Richard.
