Postrgres error message and issues

When we have a power outage I get the Postregres error message and my Smart content is wiped clean.  I have had this happen and I refer to the video on youtube on how to fix.  Lately I go thru the laundry list, resit the DB maint and reset the data base. Now I can'rt find the content related to the Genesis 9.  I had this problem before and I eventually got the 9's back but not this time. I even triied uninstall the Genesis 9 starter essentials and reinstall and still NO GENESIS 9 Content.  

I make sure that the Studio is not running when I do this and still I come up with snake eyes.  

Any suggestions on how to get my Genesis 9 content back?

How do you install your content? Wherea re you looking for it - even if the database fails it should still be available through the Content Library pane under the appropriate ... Formats heading, in the content directory installed to, for DIM or manual installs.
