Does anyone know if there's a evvnvvironment set, or a tool that I can use to make a wave formed into a pipe like you see with surfing where the water kinda curls over into itself?

    Not sure if it's curled enough, but there's The Last Wave.

    There's also Fluidos I and Fluidos II with Wave Presets, but I don't have them, so I don't know whether they're capable of making what you need.

    It's hard to keep track of all of the options, as wave effects are often bundled in with other products... check any nautical models you've bought and you may find a nice bow wave prop.  You can also find= a lot of those in SIcklyield's various Real Water products, and there are a few nice options over at Renderosity - PixelDust1 has a wide variety of "splash" and "ocean" props, inclusing one for creating a "parting of the red sea" type effect, and there are full ocean sims for DS by RubiconDigital , SHaraMuse3D, and EVargas.
