Creating hills with specific percentage slopes using proportional editing?

I have been getting into Blender lately, and I am interested in creating highways and roads.  I would like to know if there is a way for me to use proportional editing and create slopes of a certain percentage (like, say, 8%) to make a steep slope, and if there is, how can that be done?

    Build your road based on a Path ~ Use Measure Tool to set an angle that equals to a grade by using a slope % calculator. Then use control points to align the path curve to the measured angle.
