Linking/driving light color from video

This is more of a general Blender question (not necessarily/directly related to Daz), but I couldn't get an answer from Patreon or Discord, so here I am. So many of you have been extremely helpful in the past, so here's crossing my fingers.

This is the situation. I have a scene in Blender with animation, and an HDRI for general lighting. In the background, I have a TV model that will have a video playing. I'd like for the colors of the video to be converted/sent to the corresponding area light I've placed to create a real-time emission. Thinking ahead, I sent the clip to After Effects and did the massive blur (forgot the name of it) where the clip is all one solid/average color for each frame. I then re-imported that blurred clip back into Blender. So is there a way to set up a driver (or something like that), that would link the color of the light directly to the color of the blurred clip? I am using Blender 3.0 on Eevee so my laptop doesn't Chernobyl on me.

    In blender you can load a image sequence as a texture, then use it as light color. This works with cycles, while eevee needs to bake GI as usual.
