I was derping about in Sketchup and made a simple spotlamp with rail.  It's not rigged but there is a hierarchy, so you can rotate the lamp on Y or Z and point it wherever you like.  You can also join rails together or just use the rail itself to make a rig with a lamp every now and then.  The lamp mat is emissive.  All other mats are Daz Uber based.

To rotate around Y (left/right), select the Vertical Pin and use Y rotate.  To rotate around Z (up/down), select the Horizontal Bracket Pin and use Z rotate.
