If I understand right, then you can get the desired aspect ratio, but that you woul like to have some space around the frame, so you can see a larger area?!

And that you cannot get the area outside the frame.

But couldn't you solve that by having 2 cameras parented to each other, so you can use one when you place things and one when you render.
