I'm working on a banner & have a size of 1920 x 600 to work with. I'd like to have it look like under water scene it's a coral reef. At the moment the set of gel lights I have are for portraits,is there a way to scale or adjust those for a scene of the size I need?

Just a thought.. Namtar3D's underwater HDRI? https://www.daz3d.com/forums/discussion/349316/my-hdri-s-thread
Not quite what you asked for, but the closest I know of. I use it as the background for most of my Pose Transfer Script promo's, like here: https://www.daz3d.com/forums/discussion/446941/g8f-pose-transfer-to-aiko-3-victoria-3-gv3

There's this:

You can also adjust the size of portrait gel-lights, you just have to scale the gel (usually it's a plane) up and make sure the light is strong enough to light your scene and the light cone angle still matches the new Gel plane.
Thanks for the info :) I thought I was scaling the plane but I prob had wrong this selected knowing me :)
Scaling the plane could lead to the caustic lines being too big or sparse, so maybe you could tile the textures till you get the results you want.
Good Point.
