"Join the community" quirky, sticky prompt

The other day there was a question about "Join the community", the quirky, persistent prompt. I saw a couple of threads about this that were closed.

Well, I was *still* having the problem on Friday evening. New computer with Windows 10. Simultaneous with an unrelated wifi/login problem, but the "community" prompt was superimposed over the login part, preventing me from logging in for close to an hour!
