Shape Splitter help

I have purchased Shape Splitter and used install manager to install.  I can not find it on DAZ Studio.  According to the instructions it should be located under utilities but I have no utilities selection under content library.  The istructions show it under smart content but I have never been able to get smart content to work.  Do I need smart content to use this utility?
