Payment Review???

Placed an order yesterday via my iPad. Paid by Paypal. I have just tried to download the order and it is saying order is unavailable. I have checked the Order status, and it is showing Payment Review instead of the usual Complete. I have never seen this before, and a quick search of the forums and the knowledge base shows no returns with this order status.
What does it mean?
Do I need to put in a ticket to get this resolved?
