I'm aware there are other methods of doing this, but this looks pretty functional but- how did he do that? I don't have a saved files folder, how do I make one?

You can make a folder in your content library just about anywhere but inside the data or runtime folders, and it will show up in content library. You can even do it from within the daz studio browser, right click on the folder you want your folder to appear in and "create a subfolder", or do it from a regular explorer window. You can make your own icons, the regular icon should be 91 x 91 px, the larger one can be as large as you want, I usually make mine 1024 x 1024. Smart content I have no idea, I stopped messing with that mess years ago.
