I've tried to add @GlennF 's normal to mine and do some adjustments, no geoshell.

    Your render looks great!

How did you do that without geoshell if I may ask? Could maybe solve my cellophane looking problem.

Just put the normal map in the character shaders Normal Map slot.  Here are the settings:

Here the same render using the DAZ Studio default lights, Shutter Speed 64.0, Dome Rotation 60.0.

Just use the Normal map on the character shader.  Here are the settings:

Thanks. But where/how do I use the normal map on the character shader?

Select the character on the Scene tab and on the Surfaces tab, select Skin and load the map into the Normal Map slot, and adjust the strength as you like.  I've used 0.25, see screenshot 2.

I tried your method. The result looks good in my opion. It only lacks the watery effect a little bit because of the missing thin water shader. It solves the problem with the cellophane look

Is there a way to add this thin water shader somehow without using a geoshell?

    Thanks.

I don't know, you could try to play with the settings.  But it might also be possible to use a geoshell using the right settings and maybe some other tricks.  There are a lot of possibilities, I guess the only way is to experiment.  You can also buy (or there may be free) wet skin shaders, personally I haven't been very impressed by those I've seen so far though.
