why does daz4.10 creates an  image icon after render to desktop in windows 10

ex: lion_jpg_icon

DS creates thumbnails for images in folders selected as Render Libraries. If you have the desktop set as a Render Library (it wouldn't be by default) that would expalin the issue. You can check in the Render Library manager, launched from the Render Library pane's option menu (the lined button in the top corner, or right-click the tab).

i have as always selected to save renders to desktop never had icon accompany the image in win7 but obviously win10 is different

but i see in render manager the base directory was not documents it was desktop perhaps that was the issue

That isn't the default, but if you chnage it to point to another folder it wills top creating thumbnails. You don't have to save to a library - there's an icon to the left of the library name at the bottom of the render window, if you click it you get a menu and can switch to just saving to a regular folder (including the Desktop) without its having to be set as a Render Library.

yes I usually change deault a i did on win7 rig but obviously the win10 rig well it decided it didnt like it
