Lighting - Scene Only still shows light

I am not sure what has happened. I turn my setting to Scene Only (but have no lights in Scene). No camera in the scene so there is no headlamp so it should be pitch black, however, the scene is still has lighting. It all worked fine a few hours ago but all the sudden it is not working. I need to start a scene with no lighting at all. Any Ideas of what may have happened?

Even with the Perspective View, if the headlamp is not set to Never in Render Settings it will shine (the camera control is an override for the Render Settings control).
