I am attaching the log files. I think that the result without pressing Preview before Accept is the correct result. That method retains the horizontal and vertical rotations that had been selected in Change Billboard Angle. Pressing Preview seems to reset those rotations back to zero. But honestly, I don't know what your real intent was. I just know that pressing Preview befor Accept changes the final result.
The first log file is Change Billboard Angle followed immediately by Orient Billboard, without preview.
The second log file is Change Billboard Angle followed immediately by Orient Billboard, WITH preview.

Okay, I had a little time to play with this. Following your instructions using the same billboard, Scenario 1 seems to work okay. Figure turns to face right, seen from slightly above. Having all options checked will orient the billboard to the user already, so you shouldn't need to use the orient billboard, but it isn't necessarily excluded from consideration. Working on Scenario 2, I see that the angles are reset to zero. I explored a bit and found that pressing Preview a second time also clears the angles, so when you Accept, the billboard has already been reset. Actually, making a second change to the billboard, repeating the steps in Scenario 2, the billboard will revert to the previous angles, not necessarily zero. That second action in Orient Billboard seems to be the problem, either Preview, Accept, or Preview, Preview.
Same behaviour in DS4.24 and DS6.

Strange. It works perfectly for me. No preview required. What did the log say? Perhaps it loaded the wrong support units?

I get the same results following those steps. Re-opening the Change Billboard Angle script shows that the angles have both been reset to zero. With Live Preview set, it does the same thing. Clicking Preview seems to latch in the values, and subsequent changes in angles are applied without needing to click Preview. If you deselect and then re-select the bilboard from the Options Tab, the angles show zero again, but the Billboard has not moved from the last input and will not move to the zero angles, probably because the angles used are still present, but not displayed. If you re-select the billboard in the scene, the current angles are displayed.
(The slight change in billboard angle is probably due to the Orient Billboard to Camera option. The default Billboard load and your viewport/camera might not line up at first.)

The log reports something that might point to a configuration error. Can you run this dsa script and report the log? You can run it from anywhere.
Sorry for the slow response. At first I didn't understand how to run this. I figured out I had to download it to my computer and drag it from that folder into the DS6 Viewport. It reports that I am missing two configuration files. Neither of those files was included in the recent script update zip file that you posted here in the forum. They are also not included in the DIM zip package.Where are they supposed to come from? Are we finally homing in on the problem?
I see NorthOf45 gets the same results I do with the test steps I reported.

Is your N drive a network drive? That might be causing the intermittent no image returned by Daz problem. Regardless, I updated the scripts to handle it more gracefully. Please pull from the link again

I think the script error is what caused the error message to be displayed. In spite of the fallback succeeded, the resulting billboard rotation was incorrect, probably because of the script error.
Then I just ran Change Billboard Angle again and it worked correctly that time. I am wondering if the failure always occurs the first time it is run after starting DS6, so I need to try that a few more times to see if it is a consistent pattern.
Twice the error occurred the first time I ran Change Billboard Angle right after starting DS6 Public Build. After that it worked OK right after starting DS6 Public Build. The fallback might work, if it wasn't followed by the script error. Maybe another round of script update is needed to resolve that script error.
I'm running a diagnostic scan of the drive, to see if it finds any problems with the drive itself. The initial key statistics say "No SMART thresholds tripped". The media scan will take more time to complete.
I get the impression it is an initial value problem. Once it is set to something valid, it continues without error.

My library is on hard disc, so, yes, slower than SSD (too big for an affordable one these days), so you might be onto something.
Yes, the drive is 5400 RPM, so on the slower end. I haven't had other problems with it, though. It has my DS Content Library on it, so lots of small files.
The back and forth doesn't bother me either. Sometimes that is what it takes to home in on a problem. I've downloaded the zip again, but I won't be able to try it until later today after I return from an appointment. I'll let you know what happens. I'm eager to try it. I really appreciate the way you support customers and sincerely work to fix problems we have. It makes you one of the best.
