Another idea: if you want a real close result, you could be better off "kitbashing" the style from a number of models (one may have the right bangs, the other the right textured ends, etc). You don't have to conform hair, right? So you can hide the parts you don't like, parent the model to the head, rotate/translate/scale till it works. And there are a number of "universal hair shaders" out there which you could apply to all the models you're kitbashing.
