OT Tubes For Photoshop?

What exactly are these and how do they work?  And where would one put them in the program?  I don't think the elements program supports it but I'm curious nonetheless.

    Tubes were (are?) a Paintshop Pro thing. They're full colour click and go images, similar to how brushes work, but in full colour. Photoshop afaik has no support for them.

    Tubes are also images that have been taken from photos and cut out and sometimes feathered and can be used in several graphics programs. If you google for graphics tubes you'll find lots of sites that have them.
