Cloud layer

Looking for a best way to do this.  Aircraft flying above cloud layer maybe a few mountain tops showing mostly clouds.

Need for aircraft to descend down through the clouds and Voila a citiy or terrain landscapes.

It would not matter if you can see down through the clouds infrequently to view below ground level.

 

I don't have to have mountain tops, but that might make more interesting.

The easy environment content might work, but with my luck it won't.

I kinda get the idea the cloud layers are 2d background images,

It may be this has to be done 2d and tweak the scenes with some fog or something for aircraft to -pass through.

This project is a video.  I have found a couple of videos from cockpit at high altitude, which display well enough.
