You can put in your Aspect Ratio but that will modify what your pixel size is set at. If you set the aspect ratio to 16 x 9 and put 720 in the width for Pixel Size, there is no way you are going to get 576. 720 x 576 is an aspect ratio of 5 x 4.

I Have made loads ofpale dvds and they are all 720x576 16x9 720 x 405 is for ntc american format i have pinnacle studio 12 and 16 Hitfilm iclone 5 they all output 720 x576 as 16x9 pal

Make sure the preset isn't set to Active Viewport.
You will probably also need to turn off Constrain Proportions (Global).
