I know this is nothing new, but how do I get thje hat to work without either making the hat 10 sizes too big or the hair a buzz cut?

There are various options. You can use something to pull the hair in (dForm, MeshGrabber/Geometry Sculptor, for some hair a Push Modifier), crate a morph for the hair in an external modelling application, use Geometry Editor to remove some of the hair, if the hair can be simulated then use a play-range animation to lower the aht onto the head to push the hair donw, or just do two renders - one with the hair, one bald - layer the one with hair on top of the one without, and erase the areas with unwanted hair so that the hat is visible instead. Depending on figure and hair type there are several products that use a bunch of dForms for this.
You can also create a new material zone where the hat intersects the hair. I do this a lot when its a case of just random hairs poking through a hat, and its the fastest way and works well in many cases. Often combining this with other methods that Richard mentioned. Then you can easily hide that part of the hair when the hat is on, and show it when the hat is off.
My 'solution' has been to purchase every 'hat with hair' or 'hat and hair' on the market, I think I own all of them ;)
There are a lot of ways to skin a hat.
That looks great but you lost me with the first screen shot. What path are you following? I cannot find anything close to that.
That is the menu that pops up when you right-click with the Geometry Editor tool in the Viewport.
Here's a video showing how to do, using a hair with the same style as the one you are using. I missed a few hair strands on the underside of the front of the brim, can be a bit tricky to get it right the first time. You can also do the editing in several steps, removing and hiding strands (Hide Selected Polygon(s)) you may have missed each time, until you get it right, but I don't think you can create a surface from hidden polygons. In that case you can delete the hidden geometry (Delete Hidden Polygon(s)) instead of creating a surface (if you just hide it, the result will not be saved when you save the scene).

I curse myself every time I decide to make a hat. Normally, I just try and wrestle the hair into shape with a dformer. I have Sickleyield's Hat and Hair Helpers and have on ocassion, when I remembered that I have them, used them to help fit hairs as well.
Ditto. It's a shame for newbies that Emma and Jordi left the store, as their various hair with hats combos have proven some of the most versatile, though I believe that some are still available on their Gumroad store. .
I went to their store there and bought every one of the hat hairs during one of their 50% off sale, cost me a fortune with exchange rates but well worth it. The best thing is the hairs all work without the hats so are multipurpose.
