How to make stop some of dress bones to stop following the movement of the body's bones?

I saw how "Guilty Gears" were made. Instead of using cloth simulation, they adjust the clothings by adding bones all over the clothes and animate
I want to try to use that technique. Just for posing. 
There are already existing bones. But how to make the dress bones stop following the body bones, for example the thigh bones?

    one outfit I bought has a tutorial for the opposite 

    just do the opposite I suppose and rename bones to new names

    Unfortunately the trick of renaming a bone's Node Name in that tutorial only works on the wearables with TriAx weight (esp. for G1 ~ G2).  From G3, IIRC, the default rigging started to use General Weight...with which the trick doesn't work.

    With General Weight, you have to either remove the weight or weight map on the related bones then make custom bones with weight...or make conforming wearables as non-conforming ~~ 

    Converting to TriAx won't directly work eigther as you still have to define weight on TriAx I'm afraid.

    Edit: Actually you don't have to care much about the issue of "moved by some bones"... if the wearable is dForce ready, dForce can resolve it by simulate from memorized pose ~
