  comixfana I just did something like that in my current project. All I did was find one of the hearts (balloon hearts, candy hearts etc.) that were in my library, placed several copies around the characters head and parented them. You can scale, position, color, flatten them as appropriate.

  There are, or were, dozens of sets here in the shop featuring flying, floating or dancing leaves, hearts, bats and so on. Unfortunately, I can’t remember the names.
