Just noticed a series of female characters releasedby DAZ that seem to be less featured overall, and thus are just morphs?  It says in the description

Yes those are shapes that use default textures from Daz g9 essentials download or from other characters

They're also half the cost of most characters.

Half the retail cost of Daz core characters, but not significantly less than the price of many PA characters.

Also, factor in, no one around here pays MSRP. On sale, these shape-only characters and full characters that include skin textures etc. sometimes appear for the same price.

Yes, although some of these shapes are quite nice, I think they're really only worth a good sale price. Although sometimes, as is the case today, they're the lowest priced item as a buy-in to trigger discounts on other items.

Indeed. Some PAs have characters at the same price that includes not only skin mats but maybe some extras like lie makeup/nails, eyes...

IMO, there is nothing that justifies that value for a simple morphs of unknown origin vs complete characters of known PAs.

Could you give an example of a complete G9 character from a known PA here on DAZ with an MSRP of $8.99, that includes extras? I ask because the only ones I've found have been on a drastic sale, and I would really like to find some with a regular price of $8.99. The only ones I've found  that come close to this price are DAZ+ characters.

The price after discounts is not fair when comparing. Is just DO 'advantage' for those that pay daz+/premier. As pointed already by Torquinox, the price of these characters is 18.99. Here are three PAs that have some complete characters at the same base price:

    https://www.daz3d.com/ergou

    https://www.daz3d.com/marcosgab

Extra Interesting finding: It may be Daz+ item, but latest release by Colm Jackson also has 18.99 base price. Those are usually way higher at 24.99 lately even the one that had 'only' 4k maps. Huge difference, hope it becomes a trend.
