  I can't...

  ... and it's usually a long shot that anyone can (what with the fact that character morphs and skins can be mixed and modifed) - but I can tell you that other people will have a considerably better chance of identifying the character if you provide the image source. Particularly when it's a promo from a store product, knowing where the image comes from can narrow down a lot of things like what generation the figure is, the release date, and the vendor who made it (with certain vendors also doing characters, or having a pattern of working with certain other vendors).

  My first thought is something from Mousso

  eg: Tuesday HD for Genesis 9 Feminine 

  But it also kind of reminds me of some of the Magic Brush models.

  I feel like I've seen this exact face before though.

  I was looking into Mousso and Magic Brush but still couldn't find a match. So asked for help, someone might recognize it. Or maybe Nirv can share.

  To me, the character looks like one of Ergou's, but since I don't buy from that vendor, I'm not familiar enough with all their characters to point toward specific one.

  My vote is for a Magic Brush model, though I'd say not one of their hairs. She could have someone else's skin too, but that could easily be a MB model all the way. Mousso isn't a bad second guess per Monke or jubei, I was going to be dismissive of the Ergou guess, but I discovered that I was confusing my recollection of theirs with those of VOOTW, which would definately not qualify, while Ergou would be on the same second tier guess as Mousso for me. They're both a close second, but for me I vote MB.

  Looked at Mousso, Magic Brush and VOOTW, 
  Magic Brush and VOOTW create distinct facial structure - MB tends to do the elongated jaw and childish features, with small mouth,
  VOOTW tends to lean a bit Asian look which is a more realistic than Noki which does a more anime inspired mods. 
  
  Mousso is till a valid candidate he produces similarly pretty models with a distinct look and it might still be one of his, but I can't match to any of his (went through his catalogue).

  To reiterate a point I made earlier: Character morphs can be blended together and character skins can be swapped around as well. Once an artist starts mixing together characters, it quickly becomes impossible to identify the recipe for the character without actually directly asking them.

  This is without even going into the possibilty of people editing the assets or creating their own custom morphs.

  I agree, but the eyes remind me of Cheribut. But their models' face structures aren't as close as Mousso's.
