I did open the dblog file, and this is what was retrieved:
postgres cannot access the server configuration file "C:/Users/JS/AppData/Roaming/DAZ 3D/cms/ContentCluster/ContentCluster/ContentCluster/postgresql.conf": No such file or directory
So it turns out the problem may be the absence of a postgresql.conf file. Is there anywhere I could download this particular file?
It may be possible it was lost when the power briefly went out during a thunderstorm.
Please take care not to swap between the 32 and 64 bit versions - their databases are not compatible.
It is almost never a good diea to move application files around, certainly not between the 32 bit and 64 bit folders (even, or especially, for the "same" application).
postgresql.conf is not needed at all for DS to establish a cms connection ~~
If you succesfully have postgreSQL, then DIM installed, the moment you start up DIM, the connection will be automatically and successfully establish by using default settings. DS just adopts cms settings from DIM ~

I found the same in the Content Database base and Port sections. And I do not remember moving any cms cluster folder to other non-default locations.
However, I do remember taking the suggestion by creating another ContentCluster folder and pressing the Start button in CMS settings. However, it creates multiple folders of such kind when I press start.
But someone did mention the idea of a possible blocking by a firewall or an AV (I just figured out it stands for anti-virus). I use Kaspersky anti-virus software. I can access the firewall through Kaspersky.
Also, I remember doing a cleaning up of files at one point recently. It found numerous duplicates, and I chose to delete duplicates except for the most recent for the purpose of freeing up space. Could it be possible that I may have had Kaspersky delete duplicates of the PortgreSQL database?
The pop-up I get just after opening DAZ Studio does mention something about checking anti-virus, anti-malware, etc. software. How can I check to see if the database is blocked or not?
Well, your certainly need to check if the application / port is blocked by your anti-virus and/or firewall software, set an exclusion there for postgreSQL if there's a blocking. Usually popular anti-virus / firewall software place these db software in exclusion or white list, but some don't. I've been using ESET, I never had to do so ~
You can simply give it a test by temporarily stop anti-virus and firewal services, then try again. However, if there's no cms cluster to which the cms connection can be established, your attempt will be further failed.
And as for removing duplicates, it shouldn't impact postgreSQL per se, but if you ever had two clusters, one of them was removed but that one was just the needed one configured in CMS settings... that might be the culprit ~~
Then you definitely can try: uninstall postgreSQL, re-install a x64 version as per your OS version. Then retry a connection, firstly with DIM, then with DS.
I'm using Wondershare Recoverit to do a deep scan for files that were deleted by Kaspersky. I am hoping that there were two clusters, but the one that got removed as a duplicate was the one that was required in order to be configured in CMS settings.
It looks like there were PostgreSQL files deleted by Kaspersky. So needless to say, once the deep scan is completed, I will be restoring them. This may be a step in the right direction.
As I post this, the deep scan is presently 35% completed and the estimated time remaining is just under three hours, so I should be able to recover them before I head to bed for the night.
What else should I check in the Downloads tab other than Windows 64-bit, Public Build, Publishing Build, Private Build? I would like to know before I start downloading.

I did try something, and attempted to uninstall and reinstall the PostgreSQL database. However, I cannot reinstall PostgreSQL through Install Manager anymore. Is there any way I could reinstall it manually?
Luckily I did copy and paste a backup of such .exe file. I will need to create a new cms folder in the "C:\Program Files\DAZ 3D\DAZStudio4\" folder.

It turns out I went to last resort mode this morning. I did a clean reinstall of Windows, and after checking Install Manager, it appears the cylinder icon appears white instead of a dark gray with slash. So it is looking probable that I may be very close to the finish line now.
Right now, I am downloading and reinstalling the DAZ 3D library on my hard drive.
Resetting the database (the info in the Content Cluster folder, not the PostgreSQL application) would probably have been less painful. You need to be wary of using system tools if you are not aware of the ramifications - the whole point of tools like Install Manager is to protect users from the many ways it is possible to mess up through manual file handling.
Now that I got the principal problem taken care of, I'm interested in doing a backup of the files that were previously impacted a few days ago. How do I do that? What path should I take to create a backup?
One thing I've learned after this recent experience: The importance of shutting down my computer before bedtime or before a looming storm from now on.

I did check the date of the DAZPostgresqlCMS_9.3.4.exe file. It was from May 2015. It may imply that it was for the 4.11 version.
