Has it ever been possible to both Orbit and Pan using the mouse

I have a vague memory that with 2.8 you could set it up to both Pan and Orbit with the mouse by adding ALT and CTRL.

Is that actually correct? Was that actually possible with earlier versions of blender?

    In blender I orbit with middle mouse, and pan with shift middle mouse.

    I have no idea what my problem is but it's weird. I can now do shift and left click and pan the view. A few minutes ago, I could also do middle button and rotate the view.

    Now, I've lost the ability to rotate. Either Blender is evil and messing with me for fun or I need a new mouse.

    Well, depending on your relation with the blender-god, but I would start with the mouse.
