  They may be popstwork, image editing done after rendering, but if not you could probably achieve the second at least with a cone primitive (Create>New Primitive) given rduced opacity and soem emission (in the Editor tab of the Surfaces pane). I'm pretty sure the first one has a spot-light almost directly behind the figures to give the rim effect, the beam might be a cone with a map applied to Cutout Opacity or translucence but it might also be an effect with the foreground figures having been rendered separately to generate a mask that could hide the parts behind them.

  I will try your suggestion. But I also have the Ghost Lights for Iray product

  which has a column type spot light and haze effect, so that might work too

  Yes, probably - or it may be something like one of Jepe's effects (or similar - several people have done effects products using images on a plane or set of planes), on a plane or a cone.
