No, the simulated mesh must be already welded.
There's no such thing as edge constraints?
If you're modelling it yourself, you need to weld all items together.
If it is a bought item, I think there might be a solution, although not really an easy one.
My understanding is, if you export the clothing to a modeller program you can there add edges between vertexes (e.g. the pocket and the base), and import those edges and assign them as dforce add-on.
Then DS should consider those items connected when simulating.
But the edges has to be spot-on, i.e. in the same position as the clothing for DS to register it, so I would assume you cannot have fitted the clothing to anything beside the genesis base character.
I remember I played around with it when the add-on was introduced, but I never really found it useful.
