Any way to set hotkeys to toggle this thing..?

in Technical Help (nuts n bolts)

I have been looking for it for days, I'm not even sure whats the name... pane divider maybe  

i want to toggle it with a key but cant seem to find it on the f3 menu

    I'm not aware of a way to do that via hot key, it might be scriptable (and then the script could be assigned to a short cut).
