Terradome 3 and iRay engine; who is the culprit?

This is my long-time wonder. I've never been able to wait to the end. But now I have 2080Ti and it's a matter of minutes to try. The sea under its own HDRI sky is very very noisy no matter what settings I try (see the attachments). Suggestions are very appreciated.

With a 2080ti, you really shouldn't have to use a denoiser unless it's a really complicated and heavy scene

probably has something to do with the water settings
