i don't understand.

 

there are a fewl items labeled 'on sky 16'

yet there is no Sky 16 outfit.

is it the character in promos,  is it a planet?

is it unflateable

    I don't know of a Sky 16 outfit. There's a Liquid Halo outfit.

    The Liquid Halo on Sky 16 thing is an old product, so there's probably a story there, but I don't know it.

    I think you're misinterpreting the outfit name. As shown with the Genesis link, i think the name of the outfit is "Liquid Halo on Sky 16". it's not a texture pack but rather the entire outfit.

    It was orginally made for Victoria 3  and then made to fit or remade for genesis. 

    the full name of the oufit is Liquid Halo on Sky 16
