Hello everyone! Why is my tape measure in this behavior?
I applied dForce. With or without soft modifier, the result is the same.
While there is no contact with Victoria, the result is great!
Collision settings?

Not quite clear what you are doing, but try turning Self Collide to Off (surfaces pane under simulation group).

Victoria is wrapping a tape measure around her wrist. I got a better result with Collision Mode in "Best - Continuous: CCD". His tip also helped to improve. Now I need to solve the penetration problem.

May be left hand cross the tape while simulation?.. Try to pose left hand after simulation.
It's possible the resolution of the tape measure is too low and the vertices near the finger are located such that the line connecting them cuts through the finger. Two approaches I can think of:

After many studies and tests, I finally succeeded. You were right about the collision between the objects and the figure. It also makes a difference. Thank you for your help.

Glad to hear it worked out. dForce can be a little tricky at times but I usually find as you did that some experimentation leads to success.
