Does Smart content require a good internet connection?

Does Smart content require a strong internet connection? Sometimes it seems when my internet connection is weak smart content fails to show any content.  Are they connected or coincidentally accruing at similar time?

    I use Smart Content with NO internet connection (my 3D-using PC is not internet connected). If you want to use Connect to install then you maybe need a good connection, but otherwise it should have no effect.

    Strange!  Now I have no internet connection on my laptop.  I am using my iPad to post this. Not sure what is happening but I start work soon as in in about twenty minutes.  I am not sure what is going on.
