That does appear to work! Interesting. I'm not sure why.... It is counter to my usual method of designing which is to do the characters first and then add the HDRI. But... I'm going to see if I can merge the other scene together now.
I have just bought these and tried the one @Serene Night is using. I loaded it first from the thumbnail and then loaded it into the Environment Dome using my own settings. It shows up in the Aux Viewport set to Iray and renders fine. I will have a render in a few minutes to post.
I want to thank you all for your persistance in helping me with my HDRI problems. Now that I know they must be loaded prior to adding characters in order for me to see them, I'm good with that.
Here is the render. While I was at it I tried the free elves billboards but they aren't right, I changed them to Iray with the Iray Uber script, so I will have to go back and see what the problem is with them :) It will have to wait though as I am also running a render in 4.9 in the background, this was in 4.10 Beta.

Found out that the light from the HDRI was too intense so I lowered the Environment Intensity and the Environment Map intensity which has helped.
The first image was 0.30 and 1.00 and the second one 0.20 and 0.90 respectively.

That snow HDRI looks pretty sweet, will have to check that out.

To place on floor, have you tried Edit>Figure>Move To Floor or Ctrl+D?

Yeah but it doesn’t always work with some hdri.
