As title say could I pay for cart with store credit if there is a gift card in it?
Lets say there is a total of 100$ in it and 60$ of it is gift card, could I pay for the rest 40$ with store credit?

No. You cannot use store credit to buy a gift card.
That would just create an endless loop of buying a giftcard discounted, and using that money, you could buy a bigger giftcard discounted, and using that, you could buy another one... Because of this, it is not possible to pay for a cart that has a gift card in it with store credit.
Unfortunately, no. There is no provision for splitting payment methods on a single cart.

If it was possible, that would be a glitch and thus not wise to do so. Generally one cannot use gift cards to buy gift cards.

Let's say at the end there is 40$ not gift card in my shopping cart and 60$ gift card. I pay for the 60$ gift card with credit card and use my already previously owned store credit to pay for the rest. So I'll end up +20$ (-40$ for products and +60$ for buying new) on gift card, +40$ worth of product and pay -60$ from my credit card.
If I pay the whole -100$ with credit card I get +60$ on gift card, +40$ worth of prduct.
The difference is that the first option makes me to buy 40$ more gift card.
Yes, but with them currently already offering a discount on gift cards, and an extra discount on your cart if you have a sufficiently large gift card in your cart it probably sets up some potential for abuse. My guess is that rather than make sure they locked out all of the potential avenues for creating infinite loops of gift card purchasing perpetually getting larger they just went for the easy option of blocking off the ability to pay with store credit when you have a gift card in your cart.
This is a fairly ridiculous circumstance, as the store is perfectly happy to have you pay the remainder if your credit runs out by any other method. (i.e. if you want to buy $40 of stuff, but only have $20 of credit left, it will prompt you to pay the additional $20 by card, Paypal or whatever).
It makes most gift card offers a complete and utter pain in the buttocks, as you go "Well, this new Pro bundle deal is going to clear out most of my credit, so I would like to top up with a new 20% off gift card... but to do that, I would have to not use the existing credit, so why would I want to buy credit if I can't use it a lot of the time?"
It should be entirely possible to set up a store where existing credit can be used only on valid items in the basket (after all, they already need to handle that kind of validity check on things like PC+ vouchers).
That's the point though, they're discounting the cards and applying an additional discount when combined with some offers. So you buy a 20% off gift card, that's giving you a free credit. You then use that credit and add another gift card. Having that gift card in your basket now nets you a further discount. So even if you're paying 100% for a new gift card with cash and not existing credit you're gaining additional discounts/credit for doing so. And like I said, I suspect that with all of the weird sales logic they apply as it is, it's non-trivial to get this right.
I do agree that the simplest option would be to make it that you can't apply store credit to the purchase of a new gift card only, forcing you to pay for that in cash, but implementing that with stacking discounts and discounts on gift cards could be really hard.

Maybe gift cards are actually intended for gifting, and using them for personal use is just a secondary option?
And, as others said: buying a gift card using store credit from a gift card would allow for endless loops, where you buy a gift card once, and instead of spending it on products, use it to purchase discounted giftcards, which you use to purchase discounted giftcards, and after a few months of repeating this process, that initial $40 giftcard could easily translate into $1,000 storecredit. Which is why giftcards can't be used to purchase giftcards.
