Can DS be used offline?

I was wondering if DS can be used offline?  I am attending a thing that gives me no free WiFi.  I am only attending it in the month of December, so I was wondering if I bring my computer, can I use DS offline?

Is it possible to create content for DS offline too?

    I never use DS online - my DS PC is not connected to the internet at all.

    You only need to be online if you want to install/update through "Connect" - I only use DIM to install (by downloading to my laptop then copying files over on a flash drive)

    Even if you use Connect, you can use DS off-line.
