since I don't own them and I have expression sliders I guess you can
I think those use HD morphs though

You can make expressions by hand. Each figure comes with some built in and you can pose each face by hand.
I don't have the expression pack you posted about, but I do have several other packs that came with pro-bundles, and most of them are so exaggerated I never bother using them. Save your money for more important things, and enjoy the satisfaction of dialing your own expressions!
I am pretty sure the Genesis 3 expressions do not use HD, only the Genesis 8 ones do, which is what makes the Genesis 8 expressions look better.
To answer the OP, no you do not need the expression pack to set expressions, you can use the individual face bones to recreate the expressions yourself. Having said that, it would take ages to recreate all the same expressions yourself, and unless you really want to do that, I would strongly recommend buying the pack. Bear in mind that this is a Daz Original, and is quite old, so is fairly frequently on sale at a steep discount.
The expression pack, along with the head and body morphs are (IMHO) the three main must have products in order to use a particular Genesis base figure.
If You plan to buy other expression packs, it might be worth to check if they come as independent or if they need the above as a base.
