How can I move the arm or get rid of these things?

in Technical Help (nuts n bolts)

i don't know how i get this the one in the red circle, there's no way i can move the character's arms. I need some help here

    You have the region Seelction tool active - pick a posing tool (Universal, Rotate, Translate, Scale) or the Node Seelction tool and you should be able to select parts and pose through the Parameters pane or, with the approrpiate tool, via the Viewport gizmo
