50% off not working on Related Dog 8 Products

I've got two qualifying items in my cart and one item from the related section.  My related item is showing 40%off in the cart.

    You need 2 or more related items to get the 50% off.

    And it seems you don't need the qualifying product just 2 items.

    I think you misread the requirements. You need two or more related items in your cart to get the 50% discount There are no qualifying items needed
