    Daz , Blender,   Unreal engine

     All of them take some knowledge of keyrframing and movie making skills

    All These videos were created with daz studio Ivy's Animations

    I think I have heard of DAZ studio before.  So DAZ Studio can do animation?

    Hmmm I have heard of Blender too but have not had a chance to learn it, yet?

    What I am looking for is a 64 bit 2D animation software.  I do have Project DogWaffle Howler.

    Unless can Photoshop CS6 do animation?

    edit: I think Adobe has some animation software but I am unable to get it at this time.  I am looking into getting it.

    I'd also recommend Anime Studio (or Moho Studio, as it's called now). They have added some amazing features lately. https://my.smithmicro.com/anime-studio-2D-animation-software.html

    The caveat is that it's not free, but you can use it for a trial period.

    EDIT: Oh wait, I just realized that you are looking for a software that combines image series into a movie, right?

    I was going to say, Windows Movie Maker, but if you use Win10, you can use the Photos App. Their site says:

    "Windows Movie Maker, part of Windows Essentials 2012, is no longer available for download. Websites that offer free downloads of Movie Maker are not offering the real thing, and those downloads may contain malware, viruses, or hidden costs. Instead, try making movies with the Photos app that comes with Windows 10. The latest version of the Photos app includes the ability to create and edit videos with music, text, motion, filters, and 3D effects"
